Perspective Plan for the Dangs District

In the context of the National Rural Employment Guarantee Scheme, 2004, the National Food for Work Programme aims at providing 100 days of guaranteed wage employment to at least one adult member of each family in rural areas. In this regard, 150 of the most backward districts of the country were selected, which included six tribal districts of Gujarat. To assess the employment need of the district for five years (2005-10), each district was asked to prepare a five-year perspective plan through an external consultant/NGO. CEE was asked to prepare the perspective plan for the Dangs, a tribal districts of Gujarat, which comprises 311 villages and 70 Panchayats.

The three-tier methodology (villagers, local government officials, and MP, MLA and Panchayat members) used for developing the five-year perspective plan for the Dangs aimed at integrating the perspectives of multiple stakeholders through participatory methods. Extensive literature study and consultative meetings with various experts were conducted to form an overall perspective of the history and current situation of the district.

On the basis of the infrastructure requirements, the total financial outlay for the district has been estimared at Rs. 46,600 lakh in the five years of the programme. The total labour days are calculated based on a minimum wage of Rs. 87.90. In five years, 2,65,59,524 labour days will be generated from the development of infrastructure. The proposed infrastructure generation will generate 2,65,595.2 person days over five years.
