Information Education and Communication strategy to strengthen compliance with the Montreal Protocol

CEE is implementing an integrated information, education and communication (IEC) strategy to strengthen compliance with the Montreal Protocol on substances that deplete the Ozone Layer in 24 countries in South, South-East Asia and Pacific regions.

The Need
Several Article-5 countries (with reference to the Protocol) that committed to the phase out of Ozone Depleting Substances (ODS) are presently in the compliance phase. These include 24 countries in the stated regions. The compliance phase is a very complex period in the phase out schedule. All financial assistance for changing over to alternatives would have already been received during the adaptation phase, calling for prudent management and augmentation of resources to carry out the remaining capacity building tasks by ensuring that all concerned stakeholders are reached and appropriate information and training are provided to adopt alternatives. It is equally important to caution them about the consequences of non-compliance and the need to curb and steer clear of such issues as trade in contraband ODS.

The Approach

The integrated IEC strategy proposed by the UNEP ROAP (Regional Office for Asia and the Pacific) is therefore need-based and adopts a three-pronged approach.

1. A database of all awareness materials produced by the 24 countries is expected to help easy and rapid adaptation for the benefit of each other, avoiding duplications of efforts in compiling and disseminating information.

2. A network of media specialists/journalists is set to emerge on the basis of orienting them to the issues which determine the degree of compliance. These media specialists could help articulate options for overcoming barriers in the respective countries and in the process help rapid dissemination of information.

3. An analysis of the various sector-specific strategies is expected to help identify opportunities for augmenting information support activities with financial and technical support to be derived from sources other than the Multilateral Fund.

CEE implements the integrated IEC strategy by

1. Interacting with the Heads of the National Ozone Units in the 24 countries

  • Gathers awareness materials and develops the database
  • Provides guidance on the assessment of sectoral strategies and options for seeking technical and financial support to implement awareness generation activities in addition to carrying out reality checks on the needs of the stakeholders' vis-à-vis barriers faced by them

2. Identifying media specialists/journalists in the 24 countries and provides technical assistance on understanding various aspects of the Protocol and the implementation process; in addition to creating the network
