Perspective Plan to initiate a Community Based Sustainable Development Programme in Talaja

CEE has been working in Talaja Taluka (Block) of Bhavnagar district, Gujarat, since 1999. Over these years, CEE gained considerable experience and understanding of the issues of the area, and won the community's confidence by building a good rapport. Now, CEE has initiated a community-based sustainable development programme in the entire Taluka, covering 120 villages. For this, CEE has developed a perspective plan, which includes the socio-economic profile, issues, viable options for sustainable development, resource mobilization strategies, etc. This exercise was carried out over three months, starting October 2005. This exercise involved rigorous surveys, data collection, research, and assessment consultations with various stake holders. Mr. Mayank Joshi, who has abundant expertise in rural engineering, was invited as a consultant for developing the perspective plan.

On 28 December 2005, CEE Talaja Office organized a meeting attended by sarpanch, talaties, teachers, Government officials and village leaders. The objective of the meeting was to introduce them to the idea of a perspective plan and to explain the process and importance of the preparation of such a plan for the Taluka. They identified the following key problems in Talaja: lack of information, lack of employment opportunities, insufficient drinking water and sanitation facilities, female health and education-related problems, salinity ingress in coastal areas.

The final Plan document is being prepared, which will present the key conclusions of the perspective planning exercise. Over the five year perspective plan period, i.e. 2005-2010, this document will give a broad framework and strategy to CEE's interventions in Talaja.
