Terms of Reference (TOR) for a Training Consultant in the Water, Sanitation and Solid Waste Management Sector

Centre for Environment Education (CEE), Delhi is seeking a qualified Training Consultant to develop and deliver capacity-building training programs on Dry and Plastic Waste Management (DPWM) and Solid Waste Management (SWM) for various stakeholder groups.

Background

Unorganised waste management practices, poor sanitation conditions in both rural and urban areas pose significant health and environmental concerns. The aim is to address this challenges by empowering communities, making them a part of the decision-making processes and relevant institutions through targeted training interventions.

Objectives

  • Enhance knowledge, attitudes, and practices (KAP) related to Water, sanitation Health, and hygiene domains including dry and plastic waste and solid waste management.
  • Build capacity of local stakeholders to implement effective waste management practices.
  • Foster collaboration among stakeholders for sustainable SWM solutions.

4. Scope of Work

The Training Consultant will undertake the following tasks:

1. Needs Assessment:

  • Conduct comprehensive needs assessment to identify the specific knowledge gaps, training requirements, and preferred learning styles of each stakeholder group
  • Analyse existing waste management practices, infrastructure, and challenges in rural and urban areas.

2. Training Development:

Design and conduct engaging and appropriate training modules for each stakeholder group, covering:

  • Importance of Dry and Plastic Waste Management and Solid Waste Management for health and environment.  Principles of waste segregation at source (dry/wet/plastic).
  • Organic waste composting techniques (applicable to households and SHGs).
  • Safe disposal of dry and plastic waste.
  • Income generation opportunities from recycling (applicable to SHGs).
  • Government policies and regulations on waste management (relevant to government departments).
  • Planning and implementing waste collection systems (relevant to government departments).
  • Monitoring and evaluation of waste management programs (relevant to government departments).
  • Resource mobilization strategies for sustainable SWM (relevant to government departments).
  • Age-appropriate waste management education for schools.
  • Integrating waste management into school curriculum (relevant to teachers).
  • Best practices and success stories in waste management (relevant to NGOs).
  • Collaboration and resource-sharing mechanisms among stakeholders (relevant to NGOs).
  • Develop training materials like handouts, presentations, and posters in the local language(s)

3. Training Delivery:

  • Conduct interactive training workshops with a mix of methodologies (presentations, demonstrations, group discussions, case studies, role-playing).
  • Facilitate active participation and knowledge sharing among trainees.
  • Adapt training delivery based on the needs and learning styles of participants.

4. Monitoring and Evaluation:

  • Develop tools to assess participants' knowledge and skills gained through the training.
  • Conduct pre-and post-training assessments to measure learning outcomes.

Centre for Environment Education is implementing a project on ‘Rural & Urban Landscapes Free of Dry & Plastic Waste’. This is one of the initiatives of HDFC Bank and CEE at the national level, implemented in 07 cities and 200 villages. The project aims to minimize negative impacts and risks to the environment and to human health in the pilot areas in both rural and urban and promoting a ZERO WASTE MODEL APPROACH - zero landfills, zero plastic burning, and zero Emissions, and Zero wastages in Dry waste management in India.

The strategy is to have a multi-stakeholders approach through an integrated model directed to address immediate causes with support from HDFC BANK and co-financing funding (both in-cash and in-kind) from the state and central government funds, NGOs/Companies contributions as waste management agencies (WMAs), by establishing a Swachh Sustainable Business Models (SSBMs) for improved dry & plastic waste management by establishing – DRY WASTE Material Recovery Facilities as Swachh Centres (SCs), in line with the emerging MOEFCC GOI “National Resource Efficiency Policy” and the “National Materials Recycling Policy”. 

Job role:

The purpose of this assignment is to have efficient operations at Swachh Centers (Material Recovery Facility and/or Material Recycling Centre), including floor plan, machinery placements, power requirements, Health, security, and Safety aspects and effective linkage and partnership with the Recyclers and small aggregators under ‘Rural & Urban Landscapes Free of Dry & Plastic Waste in the project locations.

The Project officer – Facility Management and Recycler Linkage, will be responsible for designing and implementing the linkage program with the recyclers and small aggregators.

The recruited Reporting & Traceability officer will work in close collaboration with the Sr. program officer, implementing partners and the donor.

Qualifications and experience requirements: 

  1. E. (Civil / Mechanical / Electrical) or Architecture with 05 years of experience in facilities management.

Scope of Work:

Qualication and Experience: B Tech Agricultural Engineering with minimum 5 years of experience in working with community development projects on the themese of livelihood and Farmers Producers Company, watershed, education, women empowerment and eco-enterprises.

The role involves implementing field programmes through the field teams, report writing and documentation, liaisoning with partners and stakeholders, Panchayats and government offices and its schemes, NABARD and work on such other initiatives from time to time.

Job role:
The greater aim of the job is to promote and create a sustainable collection, segregation, recovery and
recycling systemic and innovative approach for all types of dry and plastic in the city of Guwahati.
The aim is to demonstrate innovative actions by the project and scale up to other parts of the city through the state governance systems.

Coordinate with all stakeholders, including the city government officials, City Commissioner,
Municipal/municipality officials, households, recyclers, academic and research institutions etc in the dry
waste value chain. e.g., HHs; safai mitras, small aggregators (kabadiwallahs), small to large recyclers etc., to innovatively develop the ecosystem and implement social inclusion activities for integration of informal sector - waste pickers, small aggregators and small recyclers in the Project.

The Project Officer placed in the respective location will be responsible for innovatively designing and
implementing the program with the integration of all stakeholders at the city level in the dry waste value chain. Assisting the city and state level SBM teams with the project team to align the execution of activities within the framework of the SBM 2.0 Urban guidelines. Use a more consultative participatory, gender sensitive approach within all stakeholders’ activities on a regular basis.

Qualifications and experience requirements: 
Postgraduate in Environment Science/Development Studies/Social Sciences/Social work/MBA with a
minimum of 6 years of experience with relevant field. Working experience in implementation of rural or
urban landscape waste management, innovations work (dry waste in particular) programs at the field levels for at least 02 year.

Good analytical, communication, interpersonal and presentation skills on the results and impacts from the project. Experience in the usage of computers and office software packages (MS Word, Excel, etc.). 

Knowledge of solid and plastic waste management Rules 2016 and related amendments in urban and rural areas will be an added advantage.

Scope of Work:

  1.  Develop the training materials with the SBM team coordinator, other officials of the state, and other agencies for implementation of the SWM Urban Guidelines framed for the urban SBM 2.0.
  2. Facilitate the Implementing partners in the Guwahati city in setting up collection and segregation systems in the defined areas in the city.
  3. Facilitate the Implementing partners in the city in setting up a material recovery facility with the city authorities.
  4. Encourage Training and exposure to the implementing partners, officials through common
    workshops on the project approach. Develop Standing Operating Procedures (SOPs) as necessary.
  5. Develop partnerships with related stakeholders in the supply chain including the safai mitras,
    recyclers, aggregators etc. in the selected areas of the city.
  6. Demonstrate hands on pilots in implementation for upgrading technology, processes, investments in informal sector, bulk waste generators, small aggregators, recyclers, involvement of rural households through range of affordable technologies in plastic waste management.
  7. Ensure Regular trainings exchange of experiences on innovative approaches will be encouraged between the stakeholders to have a more learning sustainable environment.
  8. Ensure proper monitoring systems established for traceability of the flow of all dry waste and monitor at the city level.
  9. Establish processes and systems for integration of Informal sector stakeholders’ citizens, waste pickers, small aggregators and small recyclers in the Project for inclusive growth and development.

Bachelor’s degree in commerce; additional qualification in Finance, Accounts, Operations will be an added advantage.

Minimum 2 to 4 years of professional experience in Accounts.

Scope of Work:
Support with Financial Management:

  1. Daily posting of transactions as well as month end utilities such as overhead allocation, reconciliation of accounts and closing of monthly books of accounts
  2. To check monthly bills and voucher, verification of vendor, travel allowance bill of staff and settle them etc.

TASKS OF THE INTERN

The intern is expected to support the smooth functioning of the organization’s communication
department.

  • Provide support in developing and implementing campaigns
  • Draft and edit project’s success stories and monthly reports
  • Support in the development of IEC materials, and update the photo documentation database
  • Draft content as per the project requirement including research information for presentations, statements, and knowledge products.
  • Provide support to monitor the activities implemented on the ground
  • Coordinating with the ground team on events and daily reporting

  • Graduate in Development Studies/ Communciation /Data Analysis or any other social science field.
  • Good written and verbal communication skills in English and Hindi both.

General Qualifications, Attributes and Competencies required at CEE :

CEE needs a qualified and experienced Civil Engineer for its various ongoing rural infrastructure projects like housing, model School design, sanitation, drainage, water supply, rejuvenation and beautification of village ponds and roads etc. The ideal candidate should be :

  • BE(Civil) /Diploma Civil having 4 to 5 years of experience in reputed organisations
  • Technical knowledge with being able to prepare plans and estimation. Also being able to read the estimate and drawing of architects and prepare for requirement of materials, coordination with Structural Engineer and architects etc., Supervision and ensuring quality of works, taking measurements of works, preparing BoQs, maintaining stock and inventory control etc.
  • Able to coordinate and effectively communicate with stakeholders including, interaction with community, villagers, vendors and suppliers of material
  • Ready to travel across Gujarat for work related to our various projects
  • Knowledge AutoCAD, design and Technical drawing, computer proficiency in works related to civil engineering and architects work
  • Proficiency in English will be preferable.

Project Officer: Communications

Qualifications

  • Education/training: University degree (bachelor’s/master’s) in Communications, Journalism, Science Writing, Media Studies or closely related field
  • Languages: Excellent command over English, Hindi
  • General professional experience: 3-4 years of professional experience in the communications sector with fair knowledge on textile and apparel sector, waste management and circular approaches
  • Specific professional experience: 3-4 years of professional experience in documentation and reporting of scientific, research and environmental projects, climate change or related areas
  • Development cooperation (DC) experience desirable. Experience in project knowledge management and related aspects

Project Officer: Documentation expert

Qualifications

  • Education/training: University degree (bachelor’s/master’s) in Communications, Journalism, Media Studies or closely related field
  • Languages: Excellent command over English copywriting, with excellent written and verbal
    skills
  • General professional experience: 3-4 years of professional experience in Project
    Documentation, communication, and knowledge management sector especially with a focus
    on climate change or circular economy projects or related areas

Role Responsibilities

As a ‘Programme Coordinator’, you shall be administrative and technical line of communication
between community stakeholders and the organizations (CEE and HCL) as a head at large. The
Programme Coordinator should have constant engagement with the team of CEE & HCL and
establishes rapport for better implementation and achievement of the objectives of the project.

Key Responsibilities

  • To manage big teams of people at Noida and Greater Noida as In-charge under SWM initiative of My Clean City Progrgamme of HCL Foundation.
  • To ensure aims and objectives of the projects are implemented in the field.
  • Arrange all the procurement under the projects following the established protocol and SOP’s.
  • Ensure are the deliverables of the projects are achieved intime.
  • Coordinate with HCL Foundation to fulfill day to day requirements of the projects.
  • Coordinate with HCL Foundation on budgets, follow ups and release of grants.
  • Contribute technically in reports and field programmes related to capacity building of all stakeholders.
  • To oversee development of technical and IEC & BEC resources (material) for smooth conducting of training and workshop planned on SWM for the all type of stakeholders.
  • Liaison if required with the stakeholders in conducting the activities.
  • Support Techncial consultant, SWM Trainer, Senior Community Mobilizers, CM and JCM in
  • planning and organising trainings/workshop of stakeholders.
  • To assist team in planning and organize events.
  • Assist team in conducting community mobilization activities on SWM
  • Participate and contribute qualitatively for periodic brainstorming sessions with the team
  • Play pivotal role in bringing positive behavioral change in stakeholder towards solid waste management
  • Ensure timely submission of progress reports, M&E data, different type of reports, brochure, manual, and leaflets to HCL Foundation for the different stakeholders on SWM.
  • Ensure timely spending of budget as per the projection and submission of all vouchers and receipts as per the SOP’s.
  • Any other work as desired by HCL Foundation and CEE Management and Reporting Officer.

Key Deliverables

  • Ensure development of technical material as per the requirement of the team.
  • Ensure collection of weekly and consolidated segregation data report
  • Ensure compilation and submission of composting report, action plan and work progress report.
  • Ensure collection and compilation on GVP identification & elimination through weekly and monthly meeting.
  • Ensure collection of data on Horticulture Composting and submission of report
  • Ensure collection of data on organising training/ workshop and submission of report
  • Ensure submission of other monitoring reports
  • Ensure development and submission of monthly progress reports to HCL on various aspects of the project.
  • Ensure collection of data on contacts detail of youth volunteers, sector officials, supervisors, residents, workforce, shopkeepers etc.
  • Ensure collection of good quality photos from team and its maintenance.
  • Ensure timely submission of cash vouchers to CEE.
  • Keep attendance and leaves records of the team.
  • Keep all CEE assets safe and sound.
  • Ensure office protocol and SOP’s.
  • Other reports if any asked by the HCL Foundation/ Senior Programme Director, CEE

Location: CEE Ahmrdabad Campus

Duration: Minimum 1 month

Qualification: Library science or undergraduate students/freshers with good computer skills

Key Responsibilities:

  • To create a database of a variety of resource material including books, reports, posters, photographs etc.
  • Interns should have good familiarity to use google cloud especially google sheets and google photos for creating systemic online photo /document archives
  • Familiarity with online photo editing tools

 


Post: Project Officer, Road Safety

Vacancy : Two 

Duration: Two years, starting from September 2023, extendable based on project extension

Location: Pune and Ahmedabad, responsible for the states of Gujarat and Maharashtra

Salary: 35,000 to 45,000, based on experience 

Qualification: Post graduation or masters in any of the areas related to public administration or policy, urban planning or policy, transport planning, social works or development, management or communication, etc. 

Experience: 2 to 5 years, preferably in working with multi-stakeholders, engaging with government departments, policy related work, road safety or policy advocacy, working with media, etc.

Roles and responsibilities

  • Meetings with key stakeholders in the government including state transport department, road safety authority, state road safety committee, traffic police, RTOs, district road safety committees and municipal corporation, etc.
  • Engaging with them and seeking their participation in workshops and events, getting updates on road safety policy implementations, providing inputs and sharing details on road safety policy strengthening and supporting knowledge/capacity building on safe systems approach, behavioural risk factors and child road safety.
  • Organising workshops and events on road safety for sensitizing state level agencies and stakeholders by seeking technical support from road safety experts and technical partners.
  • Engaging civil society groups, NGOs, academia and institutions interested or working on road safety and anchor a state level network of organisations working on road safety to create a push for stronger policy and effective implementation.
  • Engage media through writing specific articles on road safety policy needs, organising events for media including orientation workshops, press conference, panel discussions and releasing press notes
  • Do analysis of existing policies on road safety for children and other vulnerable road users at the state and national level
  • Conduct rapid studies on road safety scenario and implementation of road safety rules, analysis of gaps in the policy and its implementation, and compile the policy brief.
  • Develop/write content and materials required for organising events or workshops, for communications on policy advocacy, and for social media campaign or messaging.
  • Facilitate implementation of demonstration projects with inputs from technical experts in some districts on child road safety, safe school zone, child helmet and child restraint systems, etc. with target groups like school, municipal corporation, district road safety committee, etc.
  • Build own capacity and knowledge base on road safety policy to deliver on the project.
  • Assist CEE team in facilitating the project activities and achieving the objectives of the project, engage other CEE colleagues in project activities as required.
  • Writing reports of the activities undertaken in the project with proper documentation.

 

Requirement: Knowledge of Marathi/Gujarati as state language would be advantage. Readiness to join quickly.
